تحلیل و بررسی سبک‌های مدیریت تضاد آب در بین ذی نفعان حوضه سد گاوشان در استان کرمانشاه

چکیده
منظور از تضاد آب، وجود اختلاف بر سر دسترسی به آب، استفاده از آب و حق توزیع آن است. تحقیقات بسیاری در حوزه مدیریت تضاد پروژه‌های روستایی انجام شده است اما کمتر پژوهشی را می‌توان یافت که به بررسی مدیریت تضاد از دیدگاه کلیه ذی‌نفعان پرداخته باشد. تحقیق حاضر با هدف بررسی موضوع تضاد آب بر مبنای سبک‌ شناسی مدیریت تضاد در بین ذی نفعان حوضه سد گاوشان در استان کرمانشاه انجام گرفت. این تحقیق با استفاده از پارادایم کیفی انجام شد. برای این منظور 10 نفر از کارشناسان کلیدی (جهاد کشاورزی استان و شهرستان کرمانشاه، اداره منابع طبیعی و اداره محیط زیست و آب ‌منطقه‌ای استان کرمانشاه) و 28 نفر از مردم محلی روستاهای تحت پوشش پروژه مورد مطالعه قرار گرفتند. گردآوری داده‌ها از طریق مصاحبه های نیمه ساختار یافته انفرادی با متوسط زمانی 25 تا 40 دقیقه انجام شد. مصاحبه‌ها با روش تکنیک تحلیل محتوای جهت دار بر اساس نظریه سبک‌های مدیریتی کوک (Koc, 2010) تجزیه و تحلیل شدند. نتایج مصاحبه‌ها نشان داد که رایج‌ترین سبک مدیریت تضاد در منطقه تحت پوشش سد گاوشان، سبک رقابت (با فراوانی 80) است، پس از آن سبک‌های اجتناب (با فراوانی 59)، مصالحه (با فراوانی 43)، سازش (با فراوانی 51) و مشارکت (با فراوانی 28) کم‌ترین فراوانی را کسب کردند. از این رو به برنامه ریزان و مسئولان توصیه می شود جهت افزایش کارایی و اثربخشی برنامه‌ها در اجرای مداخلات توسعه‌ای در سطح راهبردی به مدیریت تضاد، به ویژه راهکارهای مدیریتی از دیدگاه ذی‌نفعان توجه نمایند.

Analysis and investigation of water conflict management styles among the stakeholders of Gavshan dam basin in Kermanshah Province

چکیده English

The meaning of water conflict is the existence of a dispute over access to water, use of water and the right to distribute it. Many researches have been done in the field of conflict management of rural projects, but few researches can be found that have investigated conflict management from the point of view of all stakeholders. The present research was conducted with the aim of investigating the issue of water conflict based on conflict management style among the stakeholders of the Gaoshan Dam basin in Kermanshah province. This research was conducted using a qualitative paradigm. For this purpose, 10 key experts (Agricultural Jihad of Kermanshah province and city, Natural Resources Department and Regional Environment and Water Department of Kermanshah province) and 28 local people of the villages covered by the project were studied. Data collection was done through individual semi-structured interviews with an average time of 25 to 40 minutes. The interviews were analyzed using the directed content analysis technique based on Koc's theory of management styles (Koc, 2010). The results of the interviews showed that the most common style of conflict management in the area covered by the Gavshan Dam is the style of competition (frequency = 80), followed by the styles of avoidance (frequency = 59), compromise (frequency = 43), compromise (frequency = 51) and participation (frequency = 28) obtained the lowest frequency. Therefore, planners and officials are advised to pay attention to conflict management, especially management solutions from the perspective of stakeholders especially in developing area.
